&lt;p&gt;&amp;nbsp;The &lt;strong&gt;HM Home Sectretary, [hearing 25th november],&lt;/strong&gt;&amp;nbsp;now refuses to disclose, under the Data Protection Act and Freedom of Information Act, on&amp;nbsp;her 5 year running &amp;#39;investigation&amp;#39; in Whitehall&amp;#39; to have me certified as a &lt;strong&gt;&amp;#39;Vexatious Litigant&amp;#39;.&lt;/strong&gt;&lt;/p&gt;

&lt;p align="center"&gt;&lt;b&gt;&lt;u&gt;Claimant&amp;#39;s Response to Defendant&amp;#39;s Position Statement &amp;nbsp;17&lt;sup&gt;th&lt;/sup&gt; November 2008&lt;/u&gt;&lt;/b&gt;&lt;/p&gt;
&lt;p&gt;&amp;nbsp;I, Maurice Kirk, as an Englishman in Wales, make this statement in response to the Defendant&amp;#39;s position statement dated 17&lt;sup&gt;th&lt;/sup&gt; November 2008.&lt;b&gt;&lt;u&gt;&lt;/u&gt;&lt;/b&gt;&lt;/p&gt;
&lt;p&gt;&lt;b&gt;&lt;u&gt;&lt;/u&gt;&lt;/b&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;&lt;b&gt;•1.&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; &lt;/b&gt;Yet again I rely on the ‘balance of probabilities&amp;#39; in civil law, my human rights, my Abuse of Process Application, listed for the 25&lt;sup&gt;th&lt;/sup&gt;/26&lt;sup&gt;th&lt;/sup&gt; November 2008 and my countless Disclosure Applications, over more than 16 years now, due to the malicious failure for proper Sect 31 Disclosure etc by the Defendant when applied for either by my original lawyers, my own Applications in Magistrates, Crown, County Courts and/or direct, in writing, as ‘litigant in person&amp;#39; unable to obtain independent legal representation.&lt;b&gt;&lt;u&gt;&lt;/u&gt;&lt;/b&gt;&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;&lt;b&gt;•2.&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; &lt;/b&gt;This 4th Action needs, I say again, to be adjourned in order for the Particulars of Claim to be simplified following that Disclosure in all Actions to which I am entitled under the law. &lt;b&gt;&lt;u&gt;&lt;/u&gt;&lt;/b&gt;&lt;/p&gt;
&lt;p&gt;&lt;b&gt;&lt;u&gt;&lt;/u&gt;&lt;/b&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;&lt;b&gt;•3.&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; &lt;/b&gt;&lt;b&gt;Denial&lt;/b&gt; by the Defendant that 1) welsh court cases ever took place, 2) 34 {35} times I had to produce valid motoring insurance 2) aeroplanes were burnt out, 3) there was sufficient evidence to prosecute when I was thrown down the stairs into hospital by a known criminal in front of her officer and my wife, 4) Cardiff police took a crow bar to break into my veterinary surgery to re house a police inspector&amp;#39;s daughter and drug dealer and 5) she had me sent to prison on the pretext I could not be &amp;quot;identified&amp;quot;, is an indication that there should be a halt to these legal proceedings and an &lt;b&gt;independent enquiry&lt;/b&gt; as to why the Welsh Authorities have gone to such &amp;nbsp;lengths to cover up the criminal conduct of a handful of reject attorneys.&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;&lt;b&gt;•4.&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; &lt;/b&gt;The 5&lt;sup&gt;th&lt;/sup&gt; Action is currently levelled at the &lt;b&gt;HM Home Secretary&lt;/b&gt; only because of the 16 years of ‘treacle treatment&amp;#39; here in Wales while an Englishman is attempting ‘due process&amp;#39; of statute law for reasonable compensation for a string of false imprisonments and harassment by the very same defendant each time but virtually ceasing her ‘activity&amp;#39; on the very day, 29&lt;sup&gt;th&lt;/sup&gt; May 2002, the Defendant, complainant to the RCVS, obtained my name from being removed from the veterinary register in order that I may no longer ‘practice veterinary surgery&amp;#39;. &lt;b&gt;&lt;u&gt;&lt;/u&gt;&lt;/b&gt;&lt;/p&gt;
&lt;p&gt;&lt;b&gt;&lt;u&gt;&lt;/u&gt;&lt;/b&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;&lt;b&gt;•5.&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; &lt;/b&gt;The 200 odd police incidents, touched on in the current 4&lt;sup&gt;th &lt;/sup&gt;Action Particulars of Claim, lie almost exclusively in the 10 year period of intense harassment by the South Wales Police, 1992-2002, details of which are set out in the original 3 Actions for damages. Documentation between parties prior to October 2002 and what was said in the 31st October 2003 hearing further confirms there was an agreement to adjourn further proceedings being lodged as to have done so could have jeopardised my basic right to have a &lt;b&gt;trial by jury&lt;/b&gt;. The unlawful way I was denied a &lt;b&gt;jury trial&lt;/b&gt; is history but will be referred to at The Court of Appeal as yet another example of &lt;b&gt;malfeasance&lt;/b&gt; by those in positions of privilege.&lt;b&gt;&lt;u&gt;&lt;/u&gt;&lt;/b&gt;&lt;/p&gt;
&lt;p&gt;&lt;b&gt;&lt;u&gt;&lt;/u&gt;&lt;/b&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;&lt;b&gt;•6.&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; &lt;/b&gt;The reason for The &lt;b&gt;HM Home Secretary,&lt;/b&gt; now to be represented in Cardiff court on the 25&lt;sup&gt;th&lt;/sup&gt; November, to face the &lt;b&gt;Abuse of Process Application&lt;/b&gt; in the 5 Actions is to allow the Management judge to hear how both the South Wale Police and RCVS made secret complaint to the &lt;b&gt;HM Attorney General&lt;/b&gt; in the early 2000s in order to have me certified as a &lt;b&gt;Vexatious Litigant &lt;/b&gt;and so&lt;b&gt; &lt;/b&gt;jeopardise my rights, in law, in their respective Actions as defendants.&lt;b&gt;&lt;u&gt;&lt;/u&gt;&lt;/b&gt;&lt;/p&gt;
&lt;p&gt;&lt;b&gt;&lt;/b&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;&lt;b&gt;•7.&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; &lt;/b&gt;&lt;b&gt;On 31&lt;sup&gt;st&lt;/sup&gt; October 2008 and in writing the HM Home Secretary admitted, for the first time by any one, that there had, in effect, been an ‘Abuse of Process&amp;#39; due to the conduct of the South Wales Police and lawyers employed by the RCVS to have my name removed from the veterinary register so as to impede income and so my ability for a fair trial.&lt;u&gt;&lt;/u&gt;&lt;/b&gt;&lt;/p&gt;
&lt;p&gt;&lt;b&gt;&lt;/b&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;&lt;b&gt;•8.&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; &lt;/b&gt;&amp;nbsp;2003/6 leaked HM memos, [samples served on this court], confirm the conspiracy and explains why my own barrister was refused ‘sight of&amp;#39; Cardiff Court files, relating to all these 5 claims because they were apparently ‘lost&amp;#39;! They were no more ‘lost&amp;#39; than I am a Freemason. They were in Whitehall with the &lt;b&gt;HM Attorney General&lt;/b&gt;. Many of the 130 odd files are ‘lost&amp;#39; now along with the file marked &lt;b&gt;&amp;quot;Maurice J Kirk -Potential Vexatious Litigant&amp;quot;&lt;/b&gt; shown to me by Cardiff court Staff full of numerous communications between the police, Royal College of Veterinary surgeons and Home Office agents.....ALL FOR ONE PURPOSE.&lt;b&gt;&lt;u&gt;&lt;/u&gt;&lt;/b&gt;&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;&lt;b&gt;•9.&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; &lt;/b&gt;&amp;nbsp;Refusal by &lt;b&gt;HM Court Service&lt;/b&gt; to produce it now further confirms why a huge team of tax payer paid Whitehall lawyers today continue to ‘beaver away&amp;#39; to block exposure of &amp;nbsp;the conspiracy. &lt;b&gt;&lt;u&gt;&lt;/u&gt;&lt;/b&gt;&lt;/p&gt;
&lt;p&gt;&lt;b&gt;&lt;u&gt;&lt;/u&gt;&lt;/b&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;&lt;b&gt;•10.&amp;nbsp;&amp;nbsp; &lt;/b&gt;&lt;b&gt;The Management Judge&amp;#39;s 31&lt;sup&gt;st&lt;/sup&gt; Oct 2007 Internal Memo&lt;/b&gt; [enclosed] further confirms my worst fears suggesting my &lt;b&gt;Abuse of Process Application&lt;/b&gt; should first be heard in the Cardiff Court. But I have delivered the ‘meat on the bone&amp;#39; to numerous courts and police stations from about the land and no one will lift a finger because this despicable cancer is rife throughout the British Judicial System by being dominated by devil worshipping freemasons.&amp;nbsp; &amp;nbsp;&lt;b&gt;&lt;u&gt;&lt;/u&gt;&lt;/b&gt;&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;&lt;b&gt;•11.&amp;nbsp;&amp;nbsp; &lt;/b&gt;The &lt;b&gt;HM Home Secretary&lt;/b&gt;, represented by the &lt;b&gt;HM Treasury Solicitor&lt;/b&gt; has now admitted it, in Cardiff court , before HHJ North and gave ‘&lt;b&gt;undertakings&amp;#39;&lt;/b&gt;, following my Applications under the Data Protection Act and Freedom of Information Act to ‘Disclose&amp;#39; the tape and transcript of the 28&lt;sup&gt;th&lt;/sup&gt; October 2002 hearing when the South Wales Police referred to the agreement for no further incidents of alleged ‘harassment or malfeasance&amp;#39; were to be served on the Defendant&amp;nbsp; for fear it would be ‘document heavy&amp;#39; for a civilian jury to ‘understand&amp;#39;. What utter rubbish.&lt;b&gt;&lt;u&gt;&lt;/u&gt;&lt;/b&gt;&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;&lt;b&gt;•12.&amp;nbsp;&amp;nbsp; &lt;/b&gt;No Disclosure by &lt;b&gt;HM Treasury Solicitor&lt;/b&gt; has occurred and entry to his RCJ offices was refused. Why is there my evidence, &lt;b&gt;needed now&lt;/b&gt;, somewhere in London, God knows where?&lt;b&gt;&lt;u&gt;&lt;/u&gt;&lt;/b&gt;&lt;/p&gt;
&lt;p&gt;&lt;b&gt;&lt;u&gt;&lt;/u&gt;&lt;/b&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;&lt;b&gt;•13.&amp;nbsp;&amp;nbsp; &lt;/b&gt;Most of the defendant&amp;#39;s current statement is plain verbiage printed off from the last such statement with one purpose only ...to push up the costs with little regard as to who pays.&lt;b&gt;&lt;u&gt;&lt;/u&gt;&lt;/b&gt;&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;&lt;b&gt;•14.&amp;nbsp;&amp;nbsp; &lt;/b&gt;&amp;nbsp;Exactly the same conduct of her co-conspirators, The Royal College of Veterinary Surgeons, who on each of my 10 monthly ‘de novo&amp;#39; applications for re instatement to the veterinary register, by simply pressing the repeat button on their computer £12,000 will again be granted, full costs, out of hand, when not even taxed or court papers read by the High Court judge. [See Royal Courts of Justice transcript and time sheets of Mr Justice McComb &amp;nbsp;in Kirk v RCVS July 2005 and witness statement of Mr Patrick Cullinane Esq. who saw it all]. It stinks doesn&amp;#39;t it but who cares? &lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;&lt;b&gt;•15.&amp;nbsp;&amp;nbsp; &lt;/b&gt;I set a ‘test case&amp;#39; to show my web site readers, since my last application for Disclosure, to indicate just how widespread the incest and wickedness is, not just here in South Wales, should one become so unfortunately entangled with such an insular ‘authority&amp;#39;. &lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;&lt;b&gt;•16.&amp;nbsp;&amp;nbsp; &lt;/b&gt;&amp;nbsp;In Oct 2008 I wrote to the Defendant and to my Parliamentary Representative, Mr John Smith MP, the latter having witnessed the very same scandal back in 2002 when Defendant admitted Christopher Ebbs was immune to prosecution. UK judges closed my web &lt;a href="http://www.kirkflyingvet.com/"&gt;http://www.kirkflyingvet.com/&lt;/a&gt; &lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;&lt;b&gt;•17.&amp;nbsp;&amp;nbsp; &lt;/b&gt;&amp;nbsp;My 4&lt;sup&gt;th&lt;/sup&gt; October letter was direct to the Barry police and a similar but a different 8&lt;sup&gt;th&lt;/sup&gt; October letter was to Barbara Wilding, the Area Chief Officer, in response to &lt;b&gt;Occurrence Numbers&lt;/b&gt; issued by South Wales Police following some random picked 40 odd incidents reported by me. I also wrote on the 16&lt;sup&gt;th&lt;/sup&gt; October to the Defendant&amp;#39;s lawyers for similar&lt;b&gt; ‘&lt;/b&gt;Disclosure&lt;b&gt;&amp;#39;&lt;/b&gt;. Again, none responded with any ‘Disclosure&amp;#39; or as to what ‘progress&amp;#39; or lack of it [4&lt;sup&gt;th&lt;/sup&gt; Action] had been made in the 40 odd incidents of complaint despite their original letters, each indicating they would.&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;&lt;b&gt;•18.&amp;nbsp;&amp;nbsp; &lt;/b&gt;Further comment on the Defendant&amp;#39;s 17&lt;sup&gt;th&lt;/sup&gt; November 2008 position is futile in the absence of ‘Disclosure&amp;#39; of facts within her knowledge or by the &lt;b&gt;HM Home Secretary&lt;/b&gt; and her agents. Failed access to ‘independent legal representation&amp;#39;, to allow me to fairly present a ‘skeleton argument&amp;#39; and my claims for damages, is a further but far more widespread a conspiracy across the UK.&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;&lt;b&gt;•19.&amp;nbsp;&amp;nbsp; &lt;/b&gt;Both &lt;b&gt;Data Protection Act 1966&lt;/b&gt; and &lt;b&gt;The Human Rights Act 1998&lt;/b&gt; are a farce and were written for one purpose only. The latter deliberately omits the most crucial paragraphs in the &lt;b&gt;European Convention on Human Rights&lt;/b&gt;, ‘protection against malfeasance&amp;#39;, conduct of the State, the main reason why it was signed in the first place, on 10th Dec 1948, 60 years ago.&lt;/p&gt;

&lt;p&gt;It was five years ago, on a cold wet winter&amp;#39;s night when I was en route through northern France to collect a bent Cessna 172 aircraft that had crashed in the Alps. I was later hit by a truck that set off the satellite beacon in her fuselage calling in a low flying military helicopter and ‘the rest&amp;#39; but that is a lighter story for some other time! &lt;/p&gt;
&lt;p&gt;Now I was nearing Lille city, on the Belgian border and with the aid of ‘cyber space&amp;#39; and the War Graves Commission had worked out just where father&amp;#39;s brother&amp;#39;s grave may be.&lt;/p&gt;
&lt;p&gt;I finally found the cemetery in the dead of night locked up like a fortress so a bedded down in the old car for the night. Light never really came. When someone turned up and unlocked the huge wrought iron gates it was still howling a gale with sheets of rain making it still quite dark- even at eight am.&lt;/p&gt;
&lt;p&gt;&amp;nbsp;I decided to make a run for it, in all the wrong clothes and spent the next forty odd minutes getting drenched, dodging between the Yew trees, trying to locate the military section of this old town burial ground.&lt;/p&gt;
&lt;p&gt;Then there it was before me. First a large area of French soldiers, laid out in immaculate rows with an enormous Tricolour flag towering overhead fluttering and rumbling, making all the sounds of a sailing ship in a storm.&lt;/p&gt;
&lt;p&gt;&amp;nbsp;Just to the left I recognised the British cemetery with their distinctive tomb stones boxed in by an immaculately kept low cut hedge with grass also cut to a standard fit for a billiard table. &lt;/p&gt;
&lt;p&gt;I had been dashing between points of shelter until now but this sight pulled me up abruptly and I was now almost creeping in anticipation as to what may be before me.&lt;/p&gt;
&lt;p&gt;&amp;nbsp;I worked my way down the names &amp;nbsp;carved in the stones and had almost given up when, tucked in the corner was Uncle Maurice&amp;#39;s grave with nineteen year old Private P O Winsor of the Pioneer Corps, killed on the day I was born, on one side and Brigadier TG Newberry MC, Lincolnshire Regiment, on the other.&lt;/p&gt;
&lt;p&gt;Even now I&amp;nbsp;cannot start to put into words, now I have recovered, just what I felt when I first saw my own name carved on the tomb stone. I was now soaked through but stood there in the teaming rain clutching an equally wet camera with no intention what so ever of taking the photograph.&lt;/p&gt;
&lt;p&gt;&amp;nbsp;Charles Dickens&amp;#39;s book, ‘Christmas Carol&amp;#39; and the appearance of the ‘ghost to come&amp;#39;, showing old Scrooge his future grave stone, came to mind but not just then. That only went through my mind much later, whilst driving home, my heavily laden trailer behind me as I headed for Calais and the English Channel. &lt;/p&gt;
&lt;p&gt;Dad was due to be there that same day as me with Celia, my little sister, en route from Holland to Brittany. Like me both father and Celia had not yet made this journey to Lille.&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&amp;nbsp;I regret to this day my having been ‘unable&amp;#39; to wait for them that day as I had urgent appointments and a time table to keep. All quite pathetic, now I think back.&lt;/p&gt;
&lt;p&gt;Father had been with Maurice as veterinary students at the Royal Veterinary College, London graduating, eventually, in 1938.&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&amp;nbsp;Together they caused, apparently, much fun and some havoc if I believe some of their fellow class mates&amp;#39; stories!&lt;/p&gt;
&lt;p&gt;&amp;nbsp;Both Dame Olga and Mary Brancker had fond memories. The two boys had been in partnership running a country practice in Taunton, Somerset, when war broke out.&lt;/p&gt;
&lt;p&gt;&amp;nbsp; Father tried for the Royal Air Force but was told he was more important working where he was but Uncle Maurice managed, much later, to be commissioned as Captain with the Royal Veterinary Corps in charge of a large number of horses and especially mules, needed to move munitions up to the front line.&lt;/p&gt;
&lt;p&gt;On the 3&lt;sup&gt;rd&lt;/sup&gt; March Uncle Maurice died from poisoned food rations deliberately left behind by the retreating&amp;nbsp;enemy and was buried in an open field with a few others struck down at the time.&lt;/p&gt;
&lt;p&gt;Yesterday on the 11&lt;sup&gt;th&lt;/sup&gt; November I decided to return to the cemetery with the hope I could overcome my emotions this time and linger a while.&lt;/p&gt;
&lt;p&gt;&amp;nbsp;I spent the evening before in town drinking with old war veterans and resistance fighters reminiscing the occupation, the sabourtage they had managed and the ridiculous price now of our drinks, Calva (Calvados, apple brandy)!&lt;/p&gt;
&lt;p&gt;At the cemetery I managed better constructive thought this time and with the sun, occasionally breaking thought the fast moving cloud, I managed to record for the family their great uncle&amp;#39;s last resting place.&lt;/p&gt;
&lt;p&gt;&amp;nbsp;I moved from tomb to tomb soon realising there had been death on French soil during specific periods of the war and every tomb stone had a story to tell about the human cost of war. &lt;/p&gt;
&lt;p&gt;First there were a few buried from the First World War tucked in a corner on their own. Second were the mid to late May1940 re guard losses, due to the chaotic retreat to Dunkerque and the incredible rescue by the ‘Armada&amp;#39; of small boats taking our soldiers back to ‘Blighty&amp;#39; to fight another day.&lt;/p&gt;
&lt;p&gt;Then I found a group of dead in their late teens and early twenties having died with Maurice in or around the spring of 1945 when both British and Commonweal servicemen and women returned to finish the business.&lt;/p&gt;
&lt;p&gt;&amp;nbsp;A few Polish soldiers rested there also with the British having died of their wounds after V E Day, 8&lt;sup&gt;th&lt;/sup&gt; May 1945.&lt;/p&gt;
&lt;p&gt;The next group really stirred me as if I was not already emotionally drained. I found small numbers, in twos and threes, Royal Air Force crew having clearly died together. &lt;/p&gt;
&lt;p&gt;The dates appeared random from between May 1940 to late 1944. A pilot, an air gunner and navigator no doubt boys together, not one over twenty five, victims of some night raid out of somewhere, in an Avro Lancaster bomber, may be?&lt;/p&gt;
&lt;p&gt;Then there was a Squadron Leader Kerry, just twenty one years old, on his own who perhaps, maybe, had been a Spitfire or Typhoon pilot also killed in that late summer of 1944. &amp;nbsp;&lt;/p&gt;
&lt;p&gt;I said goodbye and walked slowly through the cemetery gates only to be met by a sea of flowers. The locals with great bouquets of ever colour imaginable surged past me in order to honour their dead.&lt;/p&gt;
&lt;p&gt;I motored south, very quiet. It was coming up to eleven o&amp;#39;clock and the two minutes silence so I sought out a British grave yard called La Kreule near St Omer and Ypres, both places of terrible carnage and waste in World War One. &lt;/p&gt;
&lt;p&gt;This was, by description, a Commonwealth burial ground. I wandered through reading and thinking of their short lives, many from countries afar, ending in the deep mud of Flanders.&lt;/p&gt;
&lt;p&gt;Then, just after the silence, I espied a small white cross on the end of one of the lines of tomb stones. A French one I guessed, yes it was, the grave of an aviator. It read, RENAUL Henri Adjudant 2a Groupe &amp;nbsp;d&amp;#39;Aviation MORT POUR LA FRANCE le 08..05.1918 .&lt;/p&gt;
&lt;p&gt;&amp;quot;There must be some special story behind this burial&amp;quot;, I thought. &amp;quot;He had been flying an Hispano- Suiza Vee inline engined 235 h.p. Spad or maybe a Niewport biplane?&amp;quot;&lt;/p&gt;

&lt;p&gt;The litigation was first&amp;nbsp;ordered by &lt;strong&gt;HM Attorney General&lt;/strong&gt; following information laid by both the &lt;strong&gt;Royal College of Veterinary Surgeons&lt;/strong&gt; and&lt;strong&gt; South Wales Police&lt;/strong&gt;, the latter being the original complainant to have me struck of the Veterinary Register and so lose income to fight them.&lt;/p&gt;
&lt;p&gt;&amp;nbsp;I have been denied, ever since,&amp;nbsp;any &lt;strong&gt;Section 31 Disclosure &lt;/strong&gt;on this other than leaked HM ‘internal memos&amp;#39; between various Whitehall departments and &lt;strong&gt;HM Treasury&lt;/strong&gt; &lt;strong&gt;Solicitor&lt;/strong&gt; who, only yesterday, denied any knowledge of what was behind it all. I told the HM lawyer he was either mistaken or a blatant liar.&lt;/p&gt;
&lt;p&gt;All my court files and tapes of hearings in the past 10 years appear were with the &lt;strong&gt;HM Treasury Solicitor&lt;/strong&gt; while &lt;strong&gt;HM Court Service&lt;/strong&gt; denied all knowledge, knowing full well files were lost.&lt;strong&gt;&amp;nbsp;HMCS&lt;/strong&gt; even prevented my barrister being briefed with the ‘remaining court files&amp;#39; in order for him to address the Court of Appeal for me to have a &lt;strong&gt;Trial by&lt;/strong&gt; &lt;strong&gt;Jury&lt;/strong&gt; in my 15 year running South Wales Police Harassment Cases.&lt;/p&gt;
&lt;p&gt;Cardiff Court even say the critical October 2002 court tape, vital for 25&lt;sup&gt;th&lt;/sup&gt; November 2008 &lt;strong&gt;Abuse of Process Application,&lt;/strong&gt; is destroyed......utter nonsense.&lt;/p&gt;

&lt;p&gt;Last week&amp;#39;s&amp;nbsp;&lt;strong&gt;&lt;u&gt;6th Refusal by the&amp;nbsp;Royal College of Veterinary Surgeons&lt;/u&gt; &lt;/strong&gt;to even allow me to make an Application to the college committee,to be re instated as a veterinary surgeon,&amp;nbsp;contrary to&amp;nbsp;the &lt;strong&gt;1966&amp;nbsp;Veterinary Surgeons Act,&lt;/strong&gt; may well&amp;nbsp;now gel the&amp;nbsp;previous confusion in this case&amp;nbsp;experienced&amp;nbsp;by so many&amp;nbsp;web site readers from &amp;nbsp;around the world. We sincerely&amp;nbsp;hope so. My family and I&amp;nbsp;are now entering the 16th year&amp;nbsp;of litigation and serious hardship.&amp;nbsp;&lt;/p&gt;

&lt;p&gt;Last week Nick, the farmer, was waiting to plough as I bounced down his stubble field and flew off in the Cub past St Donat&amp;#39;s Castle, out over Nash Point light house and across the Bristol Channel. I was bound, due South, for Devon to pick up Tim, my kid brother and then on to Stoke St Mary Woods, near Taunton, to scatter the ashes of both Mum and Dad.&lt;/p&gt;
&lt;p&gt;I did not enjoy crossing those few miles of murky sea water at all especially when I had locked myself out of the house and unable to retrieve my satellite beacon, life jacket and flares. I had to make do with a five gallon drum and a length of rope round my waist. A shiver went down my spine as the engine coughed and spluttered momentarily, mid channel of course. Memories came flooding back of my ditching, earlier this year, in the Caribbean in ‘Liberty Girl&amp;#39;, my other General Patton D-Day Piper cub and my freezing three hours, waist deep in a leaking life raft. &amp;quot;But enough of that,&amp;quot; I thought, &amp;quot;I have serious work afoot&amp;quot;.&lt;/p&gt;
&lt;p&gt;Denis and Violet Alicia Kirk&amp;#39;s remaining five kids were scattered from Jersey, Channel Islands, South Wales and West Devon to Canada, Rupert being in Dawson Creek and Christopher in North Vancouver. It was abundantly clear to me what had to be done. Mum and Dad needed to be back together.&lt;/p&gt;
&lt;p&gt;Not only were Mum and Dad with me on that thirty minute flight but I also had the ashes of Mollie, my faithful old gun dog. She was named after Mollie, Dad&amp;#39;s sister, a very special Aunt to us all. My ‘old ***&amp;#39;, I remembered, had been in many an aircraft or perched precariously on a motor bike for shooting trips. As a six month pup we had flown to Brother Michael&amp;#39;s wee air strip just outside Ballymena, Northern Ireland. Mollie had retrieved her first duck, first missed by me but knocked down by Dad, despite his failing eyesight!&lt;/p&gt;
&lt;p&gt;&amp;nbsp;It was the last time we were to see Mike alive just before his fatal air crash in the mountains those many years ago. The low fly past over the cortege by many of Mike&amp;#39;s mates, led by a Cub in the teeming rain, Mum and Dad walking behind with policemen all saluting a ‘Kirk&amp;#39; was as vivid as if it was yesterday!&amp;nbsp;&amp;nbsp; &amp;nbsp;As the little engine chattered on in front of me I crossed the rocky Somerset coast and flew low over Doon Valley Country of Exmoor where I could see the Red Deer look up at me as if to say, &amp;quot;Hi!&amp;quot;. It made me think of the fun Mike and I used to have in aeroplanes like rounding up the geese in 1970 to a chosen lake on Innisfree, like a sheep dog, off the coast of Donegal in my 1950&amp;#39;s French Sipa. A flick manoeuvre stressed aerobatic aeroplane made out of wood and bought for less than the value of the old wooden propeller currently pulling us all back to Somerset. I remembered my landing an old war time Auster on Port Stewart golf course in the early hours and taking Mike up for some impromptu aerobatics only to hear, in but a few weeks, he had also been ‘bitten by the bug&amp;#39; and had gone off and obtained a pilot&amp;#39;s licence!&lt;/p&gt;
&lt;p&gt;Tim was there patiently waiting at Dunkeswell Aerodrome and with little said between us we made the short flight for Taunton where we had all once lived. But not, I decided, before we had flown over the old fighter base once known as RAF Culmhead, perched on the Blackdown Hills overlooking the Vale. This was where Dad, in 1943, as an explosives expert in the Home Guard, had been chosen to break in, in the dead of night and simulate sabotage on Spitfires, parked around the apron but heavily guarded. Four bold crosses, in chalk, on their engine cowlings, seen in the next day light and a few red faces, no doubt, caused me to smile as I throttled back for the descent. Down we flew over Corfe and Orchard Portman and the small lake, nestled in the valley, where, as a kid, Mum had taken us all for picnics to ramble for blackberries in the autumn or toads and tadpoles in the spring. Stoke St Mary church loomed up ahead again causing memories flooding back of Celia and Richard&amp;#39;s wedding, my own, funerals and Sunday schools. All of this was such a long time ago and yet so vivid, in my memory. The vicar then, Mr Jones and my fear and dread on being asked to read the lesson, without warning, at the tender age of fourteen and then, forty eight years later, having to say a few jumbled words about our Dad. Genevieve, only&amp;nbsp;eight, then&amp;nbsp;read out&amp;nbsp;a&amp;nbsp;delightful poem.&amp;nbsp;Brother Rupert had spoken the eulogy for Mum but a year ago it was my turn, the most frightening experience in my life&lt;/p&gt;
&lt;p&gt;Tim&amp;#39;s job was to scatter, sitting up front with door and window wide open. My job was to fly the ‘old girl&amp;#39; low over the woods, forty acres of ancient oak laid down originally for the making of Admiral Nelson&amp;#39;s ships and where dear Mum and Dad had lived for forty years or more. &amp;quot;Ah, Dad, that Birch sap wine you made, the countless trees you and Mike planted&amp;quot;.&lt;/p&gt;
&lt;p&gt;I pulled on ‘carburettor heat&amp;#39;, throttled back and descended still further for an almost silent glide across the carpet of trees with only the sound of the wind swirling around the cramped cockpit. Tim removed the tops of the urns in turn and allowed our parents ashes to drift the full length of the woods. We will never forget, on behalf of the kids and family friends, our final goodbye. No more of your ‘jam rolley- polley&amp;#39;, Mum and custard with lots and lots of Aga thick skin. No more tricks to show me, Dad, on how to get a too big a calf out......so, so many personal memories.&lt;/p&gt;
&lt;p&gt;Timothy and I flew back on a lazy meander over the farms where Dad had been so much respected and where he had used his BA Swallow, an open cockpit early 30&amp;#39;s radial engine aeroplane, to be nick named ‘The Flying Vet&amp;#39;. I had to face the fact that only the sons and grandsons were now running those farms stretched out below.&lt;/p&gt;
&lt;p&gt;Waving Tim goodbye, back at the airfield, I ‘broke the bonds of Earth&amp;#39; once more and flew off North to South Wales just before dark with just&amp;nbsp;one more duty yet to perform. Mollie&amp;#39;s ashes were to be scattered where she had also so enjoyed life, in our woods by&amp;nbsp;the Norman&amp;nbsp;castle. I scattered her ashes up wind and watched them drift into the trees just as the wood pigeons broke cover. &amp;quot;No ‘right and left&amp;#39; and retrieving for you today, Moll, my old girl,&amp;quot; I mused.&lt;/p&gt;
&lt;p&gt;I put the Cub down in another stubble field, rotating with the crops, where Mum and Dad&amp;#39;s favourite tipple was waiting for me, well hidden in the hedge. Earlier Tim had agreed, reluctantly, that my previous idea, once the deed was done, of sharing a bottle of Remy Martin in amongst the clouds high over Somerset was not such a good idea. So much, I suppose, for getting old.&lt;/p&gt;
&lt;p&gt;&amp;quot;Do not hide your light under a bushel&amp;quot;, Mum and Dad always used to say, &amp;quot;pass on your knowledge of life&amp;nbsp;to others, it is a duty&amp;quot;,&amp;nbsp;to the&amp;nbsp;six of us in the days when&amp;nbsp;kids were made to sit down at table, shut up&amp;nbsp;and eat with&amp;nbsp;their parents!&amp;nbsp;&lt;/p&gt;

It had been correctly lodged in December 2003, given a number and then passed to Mr Justice Andrew Collins QC in his attempts, with a string of HM Whitehall Barristers and HM Treasury Solicitor to have me certified as a &lt;b style="mso-bidi-font-weight:normal;"&gt;vexatious litigant.&lt;/b&gt;&lt;/font&gt;&lt;/font&gt; 
&lt;p class="MsoNormal" style="MARGIN:0cm 0cm 10pt;TEXT-ALIGN:justify;"&gt;&lt;font face="Calibri" size="3"&gt;That case was finally admitted to being in existence and in lodged in time date, on 31&lt;sup&gt;st&lt;/sup&gt; July 2007, before Lord Justice Thomas, he refusing me a &lt;b style="mso-bidi-font-weight:normal;"&gt;jury trial&lt;/b&gt; against the South Wales Police for Harassment. The Cardiff court denies handing over my 130 file to the HM Treasury Solicitor completely disrupting my 5 Actions against the police. The 5&lt;sup&gt;th&lt;/sup&gt; Action is won but HM Home Secretary refuses to pay judgment.&lt;/font&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="MARGIN:0cm 0cm 10pt;TEXT-ALIGN:justify;"&gt;&lt;font face="Calibri" size="3"&gt;The Royal College of Veterinary Surgeons case, refusing me even an application hearing before the committee, currently before the Court of Appeal, cites the South Wales Police as ‘interested parties’ only to find your C of A office could find ‘no trace’ of my lodging it on the 3&lt;sup&gt;rd&lt;/sup&gt; July when I visited!&lt;/font&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="MARGIN:0cm 0cm 10pt;TEXT-ALIGN:justify;"&gt;&lt;font face="Calibri" size="3"&gt;I telephoned again on the 2&lt;sup&gt;nd&lt;/sup&gt; October 2008 to be told the court had no record of it at all.&lt;/font&gt;&lt;/p&gt;

Why nobody could find the appeal was, I suppose ,all record was removed ! Now I have to resurrect case&amp;nbsp;and try and work out how I knew none of this from the bank or court. Am I slowly going mad, I ask myself?&lt;/font&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="MARGIN:0cm 0cm 10pt;TEXT-ALIGN:justify;"&gt;&lt;font face="Calibri" size="3"&gt;EARLY AFTERNOON I spend 50 frustrating&amp;nbsp;minutes on the phone&amp;nbsp;talking to fees office and Registry office at the Royal Courts of Justice&amp;nbsp;to have Geogina confirm she remembers me paying her cash the day after&amp;nbsp;I was notified of the bounced&amp;nbsp;cheque.&amp;nbsp;I had rushed up to London, fare £110+, on the 23rd July and paid her in £20 notes&amp;nbsp;at the fees office.&lt;/font&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="MARGIN:0cm 0cm 10pt;TEXT-ALIGN:justify;"&gt;&lt;font face="Calibri" size="3"&gt;Today, both Alistair and Sherin of Registry&amp;nbsp; confirmed Georgina had received my cash but would not explain why I had not been notified that my case had been thrown out&amp;nbsp; by Master Hendy on 28th August 2008 due to non payment!&lt;/font&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="MARGIN:0cm 0cm 10pt;TEXT-ALIGN:justify;"&gt;&lt;font face="Calibri" size="3"&gt;Sherin ,the HMCS&amp;nbsp;manager, refuses to put the matter back before Master Hendy or fax me any record of any of this deliberate HM delay for &amp;nbsp;the benefit of the&amp;nbsp;RCVS, as defendants,protected, as always,&amp;nbsp;by HM Royal Charter&amp;nbsp;.&lt;/font&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="MARGIN:0cm 0cm 10pt;TEXT-ALIGN:justify;"&gt;&lt;font face="Calibri" size="3"&gt;No doubt my next already&amp;nbsp;prepared Court of Appeal application against the RCVS,&amp;nbsp;on my being denied for&amp;nbsp;the 6th time,&amp;nbsp;the right&amp;nbsp;to practice veterinary surgery by&amp;nbsp;access to a RCVS court, will be hushed up&amp;nbsp;in a similar manner as this&amp;nbsp;was today. Just like&amp;nbsp;my being refused a jury trial for civil damages from the South Wales Police in the very same building when I was, effectively,&amp;nbsp;refused legal representation by Lord Justice Thomas when he had told my barrister in Cardiff, &amp;quot;do not bother to come to London for Mr Kirk&amp;#39;s appeal&amp;quot;.&lt;/font&gt;&lt;/p&gt;

&lt;p&gt;Your refusal to place my case back before a Master is unlawful. You and others at court admit you have had the fee, in cash, since 23&lt;sup&gt;rd&lt;/sup&gt; July 2008. It was dismissed on the 28&lt;sup&gt;th&lt;/sup&gt; Aug 2008 by Master Hendy, you say, due to ‘nonpayment&amp;#39;. ‘Nonpayment&amp;#39; was caused by your office for ‘failing&amp;#39; to record my payment.&lt;/p&gt;
&lt;p&gt;&amp;nbsp;I was not notified since despite my visits and phone calls to your office asking for the progress. Why?&lt;/p&gt;
&lt;p&gt;This is an exact repeat of the 17 month delay caused by the Court of Appeal and others in my other case, during my 16 years attempting to get proper &lt;b&gt;disclosure and a jury trial&lt;/b&gt; against the South Wales Police.&lt;/p&gt;
&lt;p&gt;An exact repeat of how the Royal College of Veterinary Surgeons continues to refuse &lt;b&gt;disclosure&lt;/b&gt; of their contemporaneous notes of potential witnesses, following the police complaint to have me struck off.&lt;/p&gt;
&lt;p&gt;&amp;nbsp;Mr Justice Andrew Collins tried to get me certified as a &lt;b&gt;vexatious litigant&lt;/b&gt; and with my other 100 odd files they then went ‘walkabout&amp;#39; around Whitehall so my barrister could not be briefed for Lord Justice Thomas in July 2007. No UK courts will accept/lodge/file/listen to my &lt;b&gt;Abuse of Process&lt;/b&gt; Applications. &lt;/p&gt;
&lt;p&gt;Widespread abuse of our legal processes will continue while ‘&lt;b&gt;The&lt;/b&gt; &lt;b&gt;Royal Prerogative&amp;#39; &lt;/b&gt;remains in place. It gives immunity to prosecution or any semblance of accountability. The Human Rights Act 1998 is a farce. &lt;/p&gt;

&lt;p&gt;On behalf of so many unable to attend thank you for listening to a room full of frustrated ‘chronic litigants&amp;#39; for nearly two hours! Why did it take a Liberal Member of the House to appear, at last, to take us seriously? My own Member of Parliament should do the same but I will not hold my breath.&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;1.&amp;nbsp; &amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;We all gave examples of proved criminal conduct by lawyers all too often ignored by the police.&lt;/p&gt;
&lt;p&gt;2.&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; Criminal conduct of others within the judiciary is also, far too often, ignored by the police.&lt;/p&gt;
&lt;p&gt;3.&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; The Memorandum of Understanding between the Chiefs of Police and the Law Society is the root of the problem. ‘You scratch my back and I will scratch yours&amp;#39; in UK&amp;#39;s legal ‘gravy train&amp;#39;, often at the expense of the tax payer, must be stamped out and the culprits sent to prison.&lt;/p&gt;
&lt;p&gt;Only intervention is left for us by our own Members of Parliament and a review into ‘Her Majesty&amp;#39;s Prerogative&amp;#39;, currently giving immunity to prosecution for routine illegal practices, such as deliberate ‘faileddisclosure&amp;#39; and ‘bias&amp;#39;.&amp;nbsp;&amp;nbsp; I quoted, as an example, the 1966 Veterinary Surgeons Act and associated 1967 Royal Charter both ridiculing the 1948 European Convention of Human Rights and the quite unworkable 1998 Human Rights Act, the latter ratified, would you believe, by Her Majesty herself! &lt;/p&gt;
&lt;p&gt;I enclose a schematic summary, by way of ‘download&amp;#39;, drafted by my then eight year old daughter, of what ‘invincible prejudice&amp;#39; one ‘litigant in person&amp;#39; and his family have suffered having been refused legal representation by more than 60 law firms, so far,&amp;nbsp; in both England and Wales.&lt;/p&gt;

&lt;p&gt;Even you will not believe the continuing ‘Alice in Wonderland&amp;#39; antics I witnessed in the UK Royal Courts of Justice yesterday. &lt;/p&gt;
&lt;p&gt;You may remember the Court of Appeal office had refused to put back my Appeal from JR under the nose of Deputy Master Hendy who had &amp;quot;killed off&amp;quot; my case on erroneous information. My cheque bounced on 15&lt;sup&gt;th&lt;/sup&gt; July 2008. The fact I had over £2000 in the current account at the time with the bank giving no reason why, while other cheques from the same cheque book were cleared, causes one to wonder again about their &amp;quot;end game&amp;quot; and &amp;quot;the conspiracy theory&amp;quot;? The fact I had rushed up to town and paid cash appears to have not been entered on the correct computer. &amp;nbsp;&lt;/p&gt;
&lt;p&gt;Shirine, the manager, disappeared for a while and came back with a 2&lt;sup&gt;nd&lt;/sup&gt; September 2008 dated letter purported to be a copy of one, they say, had earlier been sent to me saying the case had been ‘dismissed&amp;#39; due to failure to pay the £200. ‘Pigs might fly?&amp;#39;. &lt;/p&gt;
&lt;p&gt;But the clerk, in front of me, had just read of the computer screen, a copy of which I was refused, that on the 6&lt;sup&gt;th&lt;/sup&gt; October 2008 Georgina had entered I had paid the £200 on the 23&lt;sup&gt;rd&lt;/sup&gt; July, more than a month before the case was before a judge and ‘dismissed&amp;#39;!&lt;/p&gt;
&lt;p&gt;No way would the office let me lodge an appeal for the decision their reason being it had been a ‘Direction&amp;#39; and not an ‘Order&amp;#39;!&lt;/p&gt;
&lt;p&gt;I had to start the action all over again, apparently, way ‘out of time&amp;#39;, as is always their hidden agenda, from the original equally ridiculous 16&lt;sup&gt;th&lt;/sup&gt; June JR application before Mr Justice Lloyd Jones, refusing me access to a court of law with my 5&lt;sup&gt;th&lt;/sup&gt; application ‘to practice veterinary surgery&amp;#39;. So I asked Shirine about what happens to my £200?&lt;/p&gt;
&lt;p&gt;Silence.... you could have heard a pin drop. Then it was suggested I could have my money back, possibly, if I asked for it! The question as to the legality or not&amp;nbsp;of the Royal College Disciplinary Committee chairwoman, sitting alone each time, repeatedly refusing my legal right to be heard by the committee on the &amp;#39;merits&amp;#39;, was to be deferred yet again. I filled in the usual complaint form for &amp;#39;customer service&amp;#39; HMCS, 70 Petty France remembering the usual jibberish I recieve in return and was about to drop it into the&amp;#39;suggestion box&amp;#39; srewed on the wall but suspected there was big hole in the bottom of it.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;With the usual&amp;nbsp;opinion for&amp;nbsp;the building and all that it portrays I then went down and filed a Judicial Review Application, I believe my 51&lt;sup&gt;st&lt;/sup&gt;, against the Appeal Court Office, for refusing to sort&amp;nbsp;my appeal on a &amp;nbsp;mistake of their own making.&lt;/p&gt;
&lt;p&gt;Patrick, you may appreciate, at the fees office, I paid the £50 JR fee and pocketed a receipt for it before raising the sensitive matter of my missing £200 plus interest. In the old days all the forged £20 notes picked up in my Ely surgery, Cardiff, were all laundered, a lot of money, through the same office on my regular but futile applications against the South Wales Police, knowing full well the perfunctory manner in which the applications&amp;nbsp;would be shredded.&lt;/p&gt;
&lt;p&gt;&amp;nbsp;By the time I had climbed the stairs back to the JR office for about the 4&lt;sup&gt;th&lt;/sup&gt; time that day, &amp;nbsp;Glynn, the ‘in-house lawyer&amp;#39; attempted to sought out this apparent anomaly there and then .&lt;/p&gt;
&lt;p&gt;The outcome, following a flurry of activity lasting just under 40 minutes, brought Glynn back empty handed he having to accept my JR application was to be lodged. He had clearly been over ruled again.&lt;/p&gt;
&lt;p&gt;Remember, Patrick, this was the very same good man who offered to obtain Mr Justice Andrew Collins consideration in lifting his Extended Civil Restraint Order [ECRO] against me, to allow my having witnesses appearing before the October 20005 &amp;nbsp;RCVS hearing . Patrick, you were there when I explained to the RCVS, in open court, the offer. The RCVS lawyers had already blocked all my witnesses, by speaking on the phone direct with His Honour Judge Hickenbottom, in Cardiff County Court, to prevent service of my witness summonses due to the ECRO.&lt;/p&gt;
&lt;p&gt;It was of no surprise to find the current RCVS barrister, Miss F Morris, in the corridor of the JR office while I waited in the usual lengthy queue of UK tax payer funded ‘asylum seekers&amp;#39;, the real jam on the bread for the legal trade answerable to no one. Fenella was in deep heated conversation with ‘in house&amp;#39; court lawyers surrounded by an entourage of somewhat seedy looking individuals from I know not where. &lt;/p&gt;
&lt;p&gt;So the RCVS appear have managed to defer the inevitable for yet another six or so months while my wife struggles on single handed. The last lodged Emergency JR Application against the RCVS took only 9 months to get into open court. Just how many years do the brethren intend to defer my latest, I wonder? &lt;/p&gt;
&lt;p&gt;Nearly 4 hours of well scripted pantomime was then followed by a refreshing taxi ride to Kings Cross Station in the company of your typical ‘grass roots&amp;#39; Cockney cab driver. He was not just listening but coming out with ‘pearls of wisdom&amp;#39; on just how to deal with the beggars. My experiences were then put on 40 minutes of celluloid, hot off the press as it were, by Tom, followed by a delicious Italian red wine and pasta. The stimulating company comprising of 2 Texans and my investigative reporter made the day, at last, all worthwhile but a little home sick for Alvin and Kandy&amp;#39;s good hospitality back in Houston preparing my now notorious yellow Piper&amp;nbsp;Cub for the Falkland Islands and Argentina.&lt;/p&gt;

It then went before the Privy Council, HHJ Nicholas Chambers QC, Lord Justice Thomas and was unceremoniously been buried. &lt;p&gt;With aircraft stuck in the States, having been deported in leg irons earlier this year, I now had an appointment for an American visa. I trained it from Cardiff to Paddington to an entertaining but predictable day first in the Royal Courts of Justice and then in Grosvenor Square.&lt;/p&gt;
&lt;p&gt;&amp;nbsp;I was to witness yet another travesty of justice in that building. Vivacious Charlie Seven, seen here earlier [ photo gallery] , sitting on some protestor&amp;#39; motor bike outside UK&amp;#39;s main court building, speaks to Lord Justice Collins, at length with a gallery of chronic litigants cheering her on! Just how is it defendants in her case, involving alleged theft, kidnap and harassment do not even need to turn up? How come the transcript of Judge Pumfrey&amp;#39;s lower court was clearly at gross variance to the final judgment? &amp;nbsp;She is refused a substantive hearing.&lt;/p&gt;
&lt;p&gt;Five years she has been at it, apparently, but still believing this West-End theatre, with no ice cream or pop corn in the interval, was the place to obtain justice! &amp;nbsp;‘Justice&amp;#39; ah, I remember Judge Blom- Cooper telling me once, in incestuous Guernsey, that justice was a just a man made concept. Only at it for five years, a mere fledgling, I thought but a pretty one and went off to knock on Her Majesty&amp;#39;s Treasury Solicitor&amp;#39;s door in the very same building. Rather like the Crown Prosecution Service with its offices in the Barry police station!&lt;/p&gt;
&lt;p&gt;No answer, not in again! Is the man never here? Now this was getting stupid. Without my being consulted, at the height of my demanding a Trial by Jury back in 2003, the HM Attorney General had ordered I be ‘certified&amp;#39; but needed a vast team of HM lawyers to achieve it. I was here in London, again, to try and get to the bottom of an apparent conspiracy between the South Wales Police and Royal College of Veterinary Surgeons. I had in my hand a pile of leaked internal memos between the HM Solicitor General, HM Privy Council and The Home Office, to name but a few, that had just happened to have ‘come my way&amp;#39;. My Lewis machine gun off the old DH2 biplane was outside as I knew she would not make it through the metal detector at the court&amp;#39;s main door.&lt;/p&gt;
&lt;p&gt;Feeling a trifle frustrated I stepped out into the sun shine and hailed a taxi cab for the US Embassy. Still ringing in my ears were Mr Justice Andrew Collins&amp;#39;s quotes before me, from his government&amp;#39;s, two year in the making, dossier suggesting my forty odd Judicial Review Applications had had ‘no merit&amp;#39;. &amp;quot;No merit&amp;quot;? &amp;quot;Had no merit&amp;quot;? Perish the thought. My recent £15,000 judgment against the Home Secretary for yet another false imprisonment Collins J had previously blocked for over a year! Now all I need to find is the Home Secretary&amp;#39;s house for Patrick, my burly Irish bailiff, to seize her furniture and ‘tele&amp;#39;. &lt;/p&gt;
&lt;p&gt;Now the US Embassy was a nasty experience but, perhaps, if I had stopped and thought and compared the morals applied in that building to one I had just left there would be no doubt as which one would finally come up smelling of roses.&lt;/p&gt;
&lt;p&gt;Now to get into this US fortress in the centre of London you must first say hi to ‘Ike&amp;#39;, not the strong wind that nearly smashed my cub, last week, sitting patiently in Texas for me. No, I mean the grand statue of General Eisenhower, Supreme Commander for the 6&lt;sup&gt;th&lt;/sup&gt; June 1944 D-day landings, the very week I was conceived.&lt;/p&gt;
&lt;p&gt;It was no photographs allowed and at the first check point it was also made very clear my mobile phone was not getting through either. Already late for the appointment I hurriedly buried the phone in Uncle Sam&amp;#39;s front garden but it not was until I was in the building I remembered I had forgotten to switch the dam thing off.....well there was soon much activity, to long to recount just now but as the friendly policeman said later, armed to the teeth with automatic weapons, &amp;quot;At least we did not need to cordon off a two mile square of London and call in the sniffer dogs&amp;quot;! So I hid it somewhere else.&lt;/p&gt;
&lt;p&gt;Five and a half hours I was in that building naively thinking I could persuade the team my deportation from Texas in May had been triggered off by a little misunderstanding and a ‘communication breakdown&amp;#39;.&lt;/p&gt;
&lt;p&gt;The lady referred to the US Department of Homeland Security&amp;#39;s report from my weeks in a Texas jail, awaiting deportation. Part of which had been sent to the UK&amp;#39;s Civil Aviation authority causing immediate suspension of my pilot&amp;#39;s licences. She then accused me of operating around the world under an alias name, a ‘Mr William something Garcia&amp;#39;!&lt;/p&gt;
&lt;p&gt;&amp;nbsp; &amp;quot;No I did not land on Mr Bush&amp;#39;s front lawn&amp;quot;, &amp;quot;No, I was not ‘engaged in criminal activity&amp;#39; as written on the DHS charge sheet&amp;quot;, &amp;quot;No, I was not ‘endangering the general public&amp;#39;&amp;quot;, also written on the charge sheet. No visa despite my telling the embassy staff that, upon my release from Austin Lunatic Asylum, their certificate, confirming my sanity on the day of examination, stuffed well deep in my pocket, the FAA had telephoned to re assure me there had been no offence committed. My telling them my actual landing of the cub, outside the P49 prohibited zone, five miles from the US President&amp;#39;s ranch in a field full of cows, also appeared to fall on deaf ears.&lt;/p&gt;
&lt;p&gt;I was simply trying to deliver a ‘thank you&amp;#39; letter to the Commander in Chief of US Coast Guard who had just saved my life from the sharks, a hundred miles off the Dominican Republic in the Caribbean. It still makes me shudder when I recall my Texas experience. &lt;p&gt;&lt;b&gt;South Wales Police - Treacle Treatment&lt;/b&gt;&lt;/p&gt;
&lt;p&gt;Further to my letter of 8&lt;sup&gt;th&lt;/sup&gt; September 2003 expressing the above and your 15th Sept. reply, stating my ongoing case was receiving your personal attention, I now give you an update.&lt;/p&gt;
&lt;p&gt;In 2003 I had asked the Police, Crown Prosecution Service and Magistrates to retain all records relating to my complaints, arrests and imprisonments, leading to approximately 121 charges out of 130 being thrown out. These 7 were latched upon, incidentally, by the Royal College of Veterinary Surgeons following a complaint from the police to have my name removed from the veterinary register.&lt;/p&gt;
&lt;p&gt;The police disclosed confidential records to the RCVS contrary to Home Office Rules 45/87.&lt;/p&gt;
&lt;p&gt;The Magistrates refused to disclose, the CPS handed over a token sample but only by my taking them to court. The Police delayed 5 months whilst my, then solicitor, wrote about five letters before the police force solicitor finally refused to supply any records at all.&lt;/p&gt;
&lt;p&gt;From then on external solicitors for the police have avoided that &lt;b&gt;disclosure&lt;/b&gt; to which I am entitled. &lt;/p&gt;
&lt;p&gt;Civil courts in Wales also appear to ignore my right of &lt;b&gt;disclosure &lt;/b&gt;as was the case in the criminal courts. Lord Justice Thomas, in the Royal Courts of Justice, has refused both legal representation and a &lt;b&gt;Trial by Jury&lt;/b&gt;, the original and only purpose for suing for damages.&lt;/p&gt;
&lt;p&gt;Over 30 Law firms, specialising in police harassment, incorporating over 80 lawyers have refused to act on my behalf at any stage in these 15 years of litigation following the sacking of the original incompetent &amp;nbsp;Bristol law firm.&lt;/p&gt;
&lt;p&gt;I enclose &lt;b&gt;5 Actions for Damages&lt;/b&gt;, my desperately needing legal representation to proceed. [see also on web site&amp;nbsp;downloads]&lt;/p&gt;
&lt;p&gt;The 5&lt;sup&gt;th&lt;/sup&gt; Action was blocked by Mr Justice Andrew Collins, Manager of the Administrative Court of the Royal Courts of Justice, until his two year &lt;b&gt;Extended Civil Restraint Order&lt;/b&gt; expired. The ECRO was applied for by the Royal College of Veterinary Surgeons to block&lt;b&gt; disclosure&lt;/b&gt; during my futile court attempts to be re-instated to my life&amp;#39;s vocation.&lt;/p&gt;
&lt;p&gt;The 5&lt;sup&gt;th&lt;/sup&gt; Action was changed from that of the South Wales Police as defendant to the one ultimately responsible for their conduct, namely, &lt;b&gt;HM Home Secretary&lt;/b&gt;.&lt;/p&gt;
&lt;p&gt;Cardiff County Court refuses to enforce the £15,360 Judgment in my favour having returned my cheque.&lt;/p&gt;
&lt;p&gt;It is no surprise to a Patrick Cullinane Esq., a fellow chronic litigant, also ‘in person&amp;#39;, who has personally attended my court cases both before the Royal College of Veterinary Surgeons and Royal Courts of Justice (see transcripts) to witness the judges not even bothering &amp;nbsp;to even read the lodged case files.&lt;/p&gt;
&lt;p&gt;&lt;b&gt;HM Attorney General&lt;/b&gt; ordered my files in this case be rounded up from the Welsh Courts and for several years were with a team of lawyers in Whitehall attempting to have me certified as a &lt;b&gt;vexatious&lt;/b&gt; &lt;b&gt;litigant&lt;/b&gt;. Leaked internal memos indicate the extent to which the police have gone to hide their conduct.&lt;/p&gt;
&lt;p&gt;Mr Vincent Cable MP recently chaired a meeting at Westminster for chronic litigants from his constituency. He then left his seat and immediately asked questions in the House.&lt;/p&gt;
&lt;p&gt;I again ask you for a meeting on behalf of litigants in South Wales and others that have suffered under the criminal conduct of those within the UK judicial system apparently immune to prosecution due to either a &lt;b&gt;Royal Charter&lt;/b&gt; or ‘&lt;b&gt;Her Majesty&amp;#39;s Prerogative&amp;#39;&lt;/b&gt;.&lt;/p&gt;

Those damned horses have but one use, after assisting the depletion of&amp;nbsp;fox numbers in the Vale, they eat down the runway. The CAA hit me with a flight test with their own examiner, recently, having suspended my licences,&amp;nbsp;despite my&amp;nbsp;having just passed the usual General Flight Test, GFT,&amp;nbsp;at Swansea airport a few days before. The Federal Aviation Authority, FAA,&amp;nbsp;told me personally my landing, 5 miles from President Bush&amp;#39;s ranch, &amp;nbsp;was perfectly&amp;nbsp;lawful but still the CAA had to act. &lt;p&gt;&amp;nbsp;Meanwhile, my application for going back to Texas is smouldering somewhere for a Visa in the American Embassy&amp;nbsp;but that is up to Mr President&amp;nbsp;Bush and the Department of Homeland Security. If he refuses I plan for a flight to Cape town in my French WW2 Cub while Alvin slips my Texan cub across the Rio Grande river&amp;nbsp;and the Mexican border for my flight to Argentina and and the Falklands, later.&lt;/p&gt;

Either the Royal College of Veterinary Surgeons [&amp;nbsp;RCVS]&amp;nbsp;applied for a&amp;nbsp;&amp;#39;vexatious litigation&amp;#39; action or the South Wales Police? now&amp;nbsp;I wonder which?......answers on a post card...&lt;/p&gt;
&lt;p&gt;I also went to London to see&amp;nbsp;the RCVS and find out why they are still&amp;nbsp;delaying my 6th application to &amp;#39;practice veterinary surgery&amp;#39; but&amp;nbsp;I am not even allowed in the building!&lt;/p&gt;
&lt;p&gt;I&amp;nbsp; also visited the CAA in Kinsway to hurry them along in re issuing my pilot&amp;#39;s licence&amp;nbsp;now I have passed the relevant flight ande ground tests they were minded to through at me.&lt;/p&gt;
&lt;p&gt;Took the opportunity to see my Chaffinch aircraft in Winchester, only one in the world, Reg G-KIRC, to ask why that permit is also being delayed for so long?&lt;/p&gt;
&lt;p&gt;Met the remaining&amp;nbsp;boys on the double decker London &amp;#39;Battle&amp;nbsp;Bus&amp;#39; from their &amp;#39;family court&amp;#39; march blocked by the police on the outskirts of London&amp;nbsp;and disbanded following threats by the authorities of prosecution if they neared the Royal Courts of Justice.&lt;/p&gt;
&lt;p&gt;(I think someone in central London&amp;nbsp;is in for a shock later this year)&lt;/p&gt;
